Moving to Connecticut? Trouble finding a pet friendly place?

My best friend just moved to Connecticut from Florida.... she was really worried before the move because ALL the apartment and house rental ads which she read online specified "no pets" - eventually she asked a realtor. Apparently, in CT there is a law stating that rental property owners cannot ask for anything other than first and last months rent; it's illegal to ask for a pet deposit. However, what it's common for people with pets to do is to offer a pet deposit. (Ex: "Would it be ok if I paid you an extra $500 and brought my two cats?) Once she learned about this, my friend had no trouble finding pet-friendly rentals.
